Oekraïense vluchtelingen – Sociale bijstand – Social Welfare – Ukraine

De Belgische staat geeft recht op terugbetaling van gezondheidszorg aan Oekraïense vluchtelingen onder tijdelijke bescherming (volwassenen en kinderen).

In geval van nood aan medische zorgen (arts, apotheek, ziekenhuis …) kunnen de aangesloten personen een groot deel van de kosten terugbetaald krijgen zoals de meeste mensen die in België wonen.

Oekraïense vluchtelingen kunnen zich aansluiten bij een ziekenfonds. In afwachting van de opening van het recht op het ziekenfonds en in geval van dringende noodzaak wordt dringende medische hulp verleend.

The Belgian State has decided to grant the right to reimbursement of health care to Ukrainian refugees under temporary protection (adults and children).
If you need medical care (doctor, pharmacy, hospital, etc.), you can be reimbursed for a large part of your costs, just like most of the people who live in Belgium.

Ukrainian refugees will be able to join a health insurance fund. Before the health insurance system is activated and in the event of an emergency, urgent medical assistance is granted.

Українські біженці можуть вступати до спільнот взаємодопомоги. До підтвердження вступу до спільноти взаємодопомоги та в разі гострої необхідності буде надаватись невідкладна медична допомога.

Держава Бельгії вирішила надати право на компенсацію медичних послуг українським біженцям (дорослим і дітям), які перебувають під тимчасовим захистом.
Якщо Вам потрібна медична допомога (медичні консультації, ліки, тощо …), Ви можете отримати відшкодування значної частини ваших витрат, як і більшість людей, які живуть у Бельгії.
Ця задача покладена на асоціації взаємодопомоги.

Het recht op financiële hulp gelijk aan het leefloon kan worden opengesteld voor elke meerderjarige Oekraïense vluchteling die ingeschreven is in het vreemdelingenregister van zijn woonplaats.

Het is dus absoluut noodzakelijk om te beschikken over een attest ‘tijdelijke bescherming’, afgeleverd door een registratiecentrum, en over een bijlage 15 van voorlopige inschrijving bij de woongemeente om een aanvraag tot sociale bijstand in te dienen bij het OCMW.

The right to financial assistance equivalent to the integration income is afforded to any adult Ukrainian refugee registered in the register of foreign nationals of their municipality of residence.

It is therefore absolutely necessary to have a “temporary protection” certificate issued by a registration centre and a provisional registration appendix 15 with the municipality of residence to apply for social benefits from the CPAS.

Право на фінансову допомогу, еквівалентну інтеграційному доходу, може отримати кожен повнолітній український біженець, занесений до реєстру іноземців у комуні проживання.

Таким чином, для подання заяви на отримання соціальної допомоги до Державного центру соціальної допомоги (CPAS) необхідно мати статус «тимчасового захисту», наданий у Центрі реєстрації, і додаток 15 щодо тимчасової реєстрації в комуні проживання.

De begunstigden van tijdelijke bescherming kunnen genieten van een installatiepremie indien ze ‘dakloos’ zijn, en dit om hun vestiging te financieren in een privéwoning die hun hoofdverblijfplaats zal zijn.

The recipients of temporary protection will be able to receive an installation allowance if they are “homeless” in order to finance their installation in the private accommodation that will serve as their main residence.

What is child benefit?

Child benefit is a social security benefit. It is money received by parents for the care and
education of their children.
How do you know if your child is entitled to child benefit? The general rule is: all children in
Belgium are entitled to it. There are some conditions, such as being under 25. After that, child
benefit is calculated based on your income and family situation. Finally, your personal
situation may entitle you to additional payments.

How?

An application form does not generally need to be submitted. You can also request child
benefit by telephone, e-mail, fax, letter or directly via the website: www.famiris.brussels.
However, completing an application form (Annex 1), can speed up checks when the Belgian
Child Benefit Office does not have all the information (birth allowance for a first birth, arrival in Belgium, etc.). You should therefore complete and return this application form to us as soon
as possible.

Who should complete the application form?
Both parents can claim child benefit for their child(ren).
To whom is child benefit paid?
To the person raising the child, so usually to the mother. In case of co-maternity, child benefit
is paid to the oldest mother.

Ця медична картка дозволяє:

1. консультуватися з лікарем-терапевтом за вашим вибором за умови, що цей лікар встановлює свої гонорари за тарифами Національного інституту страхування щодо хвороб та інвалідності (INAMI);
2. отримати від вибраної аптеки компенсацію витрат на препарати, виписані вашим лікарем, якщо такі препарати підлягають компенсації INAMI, а також на ліки категорії D (не підлягають компенсації INAMI), що входять до списку препаратів, затверджених у 19 Громадських центрах соціальної підтримки (CPAS) Брюссельського столичного регіону (див. на сайті medicamentsd.brussels).

Окрім цього, наш Центр також бере на себе такі витрати через систему MEDIPRIMA:

1. витрати на госпіталізацію за таких умов:
2. втручання, вартість якого не перевищує тарифи INAMI з перебуванням у спільній палаті;

4. наведені далі різноманітні витрати: термометр, шприц, компресійні панчохи, навушники, продукти для догляду та дитячі пелюшки;
5. лікарняні дні (One-Day) за таких умов:
6. втручання, вартість якого не перевищує тарифи INAMI з перебуванням у спільній палаті;
7. оплата ліків категорії D (не підлягають компенсації INAMI), що входять до списку препаратів, затверджених у 19 Громадських центрах соціальної підтримки (CPAS) Брюссельського столичного регіону (див. на сайті medicamentsd.brussels);
8. наведені далі різноманітні витрати: термометр, шприц, компресійні панчохи, навушники, продукти для догляду та дитячі пелюшки;
9. амбулаторні витрати в лікарні за таких умов:

11. гонорари в лікарнях, пов’язані з медичними витратами на лікувальну гімнастику, логопедію, психологічну допомогу, ерготерапію, дієтичне харчування, офтальмологію, подологію, аудіологію, ортопедію, стоматологію за таких умов:
12. втручання, вартість якого не перевищує тарифи INAMI (якщо певні витрати довелося нарахувати не за тарифами INAMI або якщо такі витрати були узгоджені медичною комісією, вам необхідно буде взяти в постачальника послуг відповідний кошторис і подати заявку на компенсацію до соціальної служби CPAS).

Please find enclosed an exemple of the medical card allowing you to access emergency care.

This medical card allows you to:

1. consult the general practitioner of your choice provided that the latter invoices its fees at the NIHDI rate [INAMI/RIZIV – National Institute for Health and Disability Insurance]
2. obtain from the pharmacy of your choice, the pharmaceutical costs prescribed by your doctor and reimbursed by the NIHDI, as well as category D drugs (not reimbursed by the NIHDI) that appear on the list of drugs accepted by the 19 CPAS/OCMW centres (Public Welfare Centres) of the Brussels-Capital Region (available on the website medicamentsd.brussels).

In addition, our Centre also supports the following through the MEDIPRIMA system:

1. hospitalisation costs under the following conditions:
2. intervention up to the NIHDI rate in a common room
3. treatment of category D drugs (not reimbursed by the NIHDI) which are included in the list of drugs accepted by the 19 CPAS/OCMW centres in the Brussels-Capital Region (available at medicamentsd.brussels)
4. the following expenses: thermometer, syringe, compression stockings, TV headset, care products and baby nappies.
5. fixed days (One-Day) under the following conditions:
6. intervention up to the NIHDI rate in a common room
7. treatment of category D drugs (not reimbursed by the NIHDI) which are included in the list of drugs accepted by the 19 CPAS/OCMW centres in the Brussels-Capital Region (available at medicamentsd.brussels)
8. the following expenses: thermometer, syringe, compression stockings, TV headset, care products and baby nappies.
9. outpatient hospital expenses under the following conditions:
10. reimbursement up to the NIHDI rate, after application of third-party payment;
11. hospital fees linked to paramedical costs of physiotherapy, speech therapy, psychology, occupational therapy, dietetics, ophthalmology, podiatry, audiology, orthopaedics and dentistry under the following conditions:
12. reimbursement up to the NIHDI rate (If certain costs should not be invoiced at the NIHDI rate or should be approved by the medical advisor, you will ensure that you request a quote from the service provider and make a request for reimbursement to the social service of the CPAS/OCMW)
